In 2015, Congress appropriated $1 million for the National Academies of Sciences, Engineering, and Medicine (NASEM) to conduct the first outside review of the Dietary Guidelines process, but assigned control of the funds to USDA's Center for Nutrition Policy and Promotion, the office that directly oversees the guidelines.
